There has been serious talk of Australia having nuclear submarine (with missiles).
There are quite a few countries capable of developing nukes, with many of them being in NATO already. Outside of NATO and Iran, there are countries in South America that probably could. Maybe somewhere like Indonesia, or ironically Japan. There was talk of Taiwan having some at one point.
